Meeting Minutes
President Aaron Shaefer called the regular meeting of the New
Bloomfield Area Civic Association to order at 7:02 p.m. at the Bank
Star One Meeting Room.
Members of the Executive Committee in attendance were President Aaron
Shaefer, 1st Vice President Nancy West, Treasurer Fred Case and
Secretary Jane Hurtt.
President Shaefer welcomed all members to the meeting and introduced
visitors Tammy Bell, Michelle Phillips, Sue Rehagen, Marge Williams,
Dee Nichols, Jayne Wills, Orvella Wright, Luther Kelsey, Georgie
Hampton, and David Riley. He then asked Program Chairperson
Gracia Backer to introduce the speakers for the evening: Dr. W. Arthur
Mehrhoff and Edward J. Siegmund, AICP.
SPEAKERS
Dr. W. Arthur Mehrhoff, created the Heritage Preservation program and
taught community design and heritage preservation for fifteen years at
the Minnesota State University in Saint Cloud, Minnesota. He
currently serves as a Guest Lecturer in American Culture Studies at
Washington University in St. Louis and is a contributor to The
Buildings of Missouri an architectural history project. He is a
community visionary.
He explained that as we try to improve our community we should:
* Think about what is desired
* Look at what exists
* Explore what is possible
* Define how it might look and function
* MAKE IT HAPPEN
Dr. Mehrhoff concluded by encouraging us to “think carefully about what
makes New Bloomfield special and to continue dialogue”. He
challenged us to “EXPECT A MIRACLE!”
Edward J. Siegmund has been the Executive Director of Mid-Missouri
Regional Planning Commission since April, 2004. The MMRPC work
with and for local governments in community and economic development,
transportation and local planning concerns. The City of New
Bloomfield is a member of the MMRP. Mr. Siegmund is a certified p
professional planner and has over eighteen years of experience working
with local governments with community and economic development
projects.
He encouraged us to plan for the future. He said MMRPC will help
us but it is community leadership who will make things happen. We
know what we want now we should plan how to make our plans a
reality. He stressed that this an exciting time for our
community. New Bloomfield has all the components to make
positive change happen. RPC can help locate funding when we have
our vision on paper.
President Shaefer thanked Dr. Mehrhoff and Director Siegmund for
their presentations to our group.
MINUTES AND TREASURER’S REPORT
Copies of the minutes of the July 27, 2006 meeting were distributed
prior to the meeting. President Shaefer asked that the minutes be
examined and additions or corrections be made. The minutes were
approved as written by general consent.
Treasurer Fred Case distributed copies of the treasurer’s report.
Balance on hand as of July 27, 2006 was $904.20. The report
was received and filed for audit. A copy of the report is
attached to the original of these minutes.
COMMITTEE REPORTS
Standing Committees
Executive Committee
President Shaefer reported the Executive Committee had met and he made
the following report from that meeting:
* Our meeting dates are now on KRCG’s Community Calendar. They also
have a link to NBACA’s Web Site.
* Our Association is now a member of the Kingdom of Callaway Chamber of
Commerce
He also had devised a price list for advertising in the
Newsblaster. Articles will be placed in the newsletter without a
cost. Ad prices were determined so that the cost of printing the
newsletter would be covered. A motion to accept the
proposed prices for advertising in the newsletter was made by Greg
Rehagan. Gracia Backer seconded the motion. Motion
passed. The prices will go into effect immediately and ads for
the Newsblaster can be sold at the end of this meeting. A
copy of the advertising prices is attached to the original of these
minutes.
Membership Committee
President Shaefer announced that Chris Shaefer, Leslie Wilson, and Jane
Hurtt would be added to the Membership Committee. He asked that
the committee meet and devise a strategy for adding members to our
Association. Chris has volunteered to type a list of the current
members. Kimberly OConnor will distribute notices on the e-mail
list.
He asked that we use the following procedure for notifying current and
prospective members about our monthly meetings:
* Gracia will notify Kimberly about the speaker for the monthly meeting
* Kimberly will then distribute the meeting notice via e-mail
* Leslie will print flyers to be posted and notify the newspapers after
she has received the information from Gracia
Budget and Finance Committee
Treasurer Fred Case reported the Finance Committee had met and revised
the Budget. He distributed it for examination. A motion was
made by Greg to approve the revised the Budget. Chris Shaefer
seconded motion. Motion passed.
Program Committee
Program Chairperson Gracia Backer reported that Mike Parnell,
Superintendent of New Bloomfield Schools would be the speaker for the
August 24, 2006 meeting.
Special Events Committee
Leslie reported that Keith Thomas had contacted her and asked that a
meeting be scheduled so that advertising plans could be made for the
Fall Circus. The Special Events Committee and President Shaefer
will schedule a meeting with the Lions Club.
Web Committee
President Shaefer reported that the Web Site had been revised.
UNFINISHED BUSINESS
President Shaefer reported that the expense of mailing the newsletter
was too expensive at this time.
President Shaefer announced that the election of the 2nd Vice President
would be postponed until the August 24, 2006 meeting.
NEW BUSINESS
Presentation by Jayne Wills, Bethel Guardian of Jobe’s Daughters
International Bethel #65 concerning the CHIPS program. She
requested that we consider the inclusion of this program with our
Spring Home and Business Program. It would be sponsored by
Jobe’s Daughters Bethel $65, Masonic Lodge #60, and Order of Eastern
Star #138. All organizations meet in New Bloomfield.
A motion was made by Leslie Wilson to hold our Spring Home and Business
Show April 21, 2007. David Riley seconded the motion.
Motion carried.
ANNOUNCEMENTS
David Riley announced the white signs in his yard had been placed
there for New Bloomfield residents to use when posting garage sale
signs, etc.
Fred Case announced there will a trash pick up August 19, 2006 at 2:00
p.m. The crew will meet at President Shaefer’s house.
ADJOURNMENT
